". As a result of the economic development and the improved quality of life in Europe, we have a number of responsibilities towards the rest of the international community. Whilst one may subscribe to a worldview that sees free trade as one of the main keys to development, one must also bear in mind that there are certain areas that cannot simply be left to the whims of the market. This is because, however global it may be, the market does not favour more worthwhile objectives. That is not to discredit the market, but to point out that, inevitably, it does have its limitations. In this context, we must not forget that certain diseases hamper the development of the world’s poorest countries. It is therefore essential that the EU’s development initiatives – the effectiveness of which is sometimes open to question – should involve combating these diseases, within the context of development aid as a whole."@en1
