"Mr President, I would like to congratulate and thank all the Members who have been involved in the drawing up of this resolution. This is unfortunately not the first and probably will not be the last. I hope, however, that it will be followed up. I personally have voted for it because it contains a paragraph 12 which addresses the Commission and asks it to take full account of the need to fund measures for preventing forest fires. In 1992, there was a regulation. This regulation was abolished in 2003 in favour of Forest Focus, which is currently provided with EUR 61 million for ecological protection programmes and only EUR 9 million for the fight against fires. I myself come from a forest region and I must tell you that the foresters regret this situation, since the funding is necessary for the creation of firebreaks, equipment and monitoring and control systems which are very effective in terms of preventing forest fires. I therefore hope that the Commission will take full account of this resolution and that it will give back the prevention of forest fires and the creation of preventive systems the place they deserve within our budget. Otherwise we will unfortunately be obliged to admit that our compassion is often short-lived."@en1
