"In the aftermath of the brutal attacks on London, which we vehemently condemn – just as we unequivocally condemn all forms of terrorism, including state terrorism – a new offensive is underway at EU level, using the London attacks as its pretext, to justify the latest appalling violations of the citizens’ rights, freedoms and guarantees. At the same time, the fact that policies such as the aggression and military occupation in Iraq, Palestine and Afghanistan in themselves fan the flames of terrorism has been deliberately swept under the carpet. Among the measures on the table is, once again, the proposal to check telephone and e-mail records and retain them in a European database, which, as far as we know, would be carried out without any checks and balances in place. Such a measure would be disproportionate and it is highly doubtful that it would work. All of the evidence points to the fact that, despite what is being trumpeted, this security offensive has been a failure in relation to its stated aims, the worst aspect of which is that it has undermined the citizens’ rights and freedoms. In the name of this security offensive, Jean Charles Menezes, a Brazilian citizen, was brutally and appallingly murdered on his way to work by the British police force, putting into practice its policy of shoot first and ask questions later."@en1
