"Madam President, the Hague Programme states that, in the area of justice and home affairs, our first priority is to create full-blown policies to promote fundamental rights for all and policies strengthening citizenship. We note that, up to now, the European Union budget continues to prioritise the strengthening of repressive policies. We wish to find a fair balance between freedom and security. The budget must also be balanced, and we very much hope that we shall move from important speeches to action. It is not enough for our leaders to state their desire to promote citizenship and equal opportunities. They must act and give us the resources for implementing this much-vaunted policy. The European Union has a great challenge to take up: equal opportunities for all. We know that all forms of violence are rooted in injustice, and it is in our interests to equip ourselves with the resources to fight against injustice."@en1
