The British Conservatives today abstained on this report. While we welcome long-overdue moves to end the EU's EUR 1 billion-a-year tobacco regime, we feel that the reforms agreed in 2004 do not go far enough soon enough. We strongly condemn the fact that tobacco-growing Member States were given the option of retaining up to 60% of the existing aid on tobacco as a coupled payment until 2010. Most other CAP sectors have been fully decoupled and we see no reason why such a glaring exception was made for tobacco, a product that kills hundreds of thousands of EU citizens each year."@en1
