"The Commission is seeking to amend Regulation 1453/2001, putting into practice the principles underpinning the reform of these specific support schemes for agriculture in the outermost regions of the Union. I welcome the proposed decentralisation, which grants greater responsibilities to regional representatives, given that the specific interests of each region must be catered for, taking account of different dates of accession and significantly increasing the amounts provided for. 2001 to 2003 cannot be an acceptable reference period, because 2001 was a transitional year. The system of limiting exports of products under the specific supply arrangements to third countries and dispatch to the rest of the Community has served to choke the local agri-food industry. This happened with Azores sugar, the production of which must be made viable, and the same is true of other livestock and food produced using local traditional methods. Accordingly, the system must be changed. As regards the specific supply arrangements, particular attention should be paid to Madeira vineyards and bananas, to Azores milk and to the special measures designed to help farmers buy agricultural fertilisers and pesticides.
