". Anti-personnel mines are among the most heinous devices used in warfare, as they, often invisibly, extend the horrors of the conflict into the future. We therefore naturally wish to express that we are committed to ensuring the success of the Mine Ban Treaty, and that we share the concerns that Parliament has raised in this regard. Our displays of concern and commitment to the success of this Treaty are not enough, however. Countries such as EU Member States must commit themselves to providing direct support for the victims, who are usually in countries with terrible development problems such as Angola."@en1
