". I will not intrude in the private discussion between the honourable Members as to who is a federalist and who is not. Let me simply say that I am on record in the United Kingdom as saying that one of the obvious areas where there is scope for progress in relation to greater transparency within the European Union is the European Council in its ability to meet, when in legislative mode, in public. That seems to me to be common sense. However, we also need to reflect the fact that the decision reached at the Brussels European Council two weeks ago was for a period of reflection. It is necessary, therefore, to reflect that in the priorities that we will be developing in the course of the coming year. There will be plenty of opportunities, both for Members of this Parliament and, indeed, for European leaders, the European peoples and the public within Europe, to take part in those discussions during the period of reflection. Therefore, the first priority must be to hold discussions relating to the period of reflection rather than to move immediately towards changes – whether great or small – in relation to the actions of the European Council or, indeed, some of the issues anticipated in the Constitutional Treaty."@en1
