". The Council shares the view of the honourable Member that efforts must be pursued in order to make more effective the fight against torture and other cruel, inhumane or degrading treatment or punishment throughout the world. Article 3 of the Convention Against Torture, to which all EU Member States are a party, provides that no state shall expel, return or extradite a person to another state where there are substantial grounds for believing that he would be in danger of being subjected to torture. Regarding the assertion of the honourable Member that, both within and outside the European Union, certain states have seized and rendered terror suspects from one state to another that is widely recognised as employing torture as an interrogation technique, the Council is not aware of the ‘mounting evidence’ claimed by the honourable Member. It is for the Committee Against Torture set up by the Convention Against Torture to monitor the implementation of the Convention. The Council is, and will remain, actively committed to the prevention and eradication of torture and other cruel and inhumane or degrading treatment, in line with the EU guidelines on this subject."@en1
