The European Social Fund (ESF) has always played a key role in European development, albeit with certain changes of direction over time with regard to its areas of intervention. The Commission’s latest proposal can be divided into two parts: one with a view to modernising the European social model by investing in people, and the other to simplifying texts and procedures. Although I welcome the Commission’s proposal, I go along with the idea that the actions of the ESF should not be channelled exclusively into the regions belonging to the convergence objective. Quite the opposite, in fact; I feel that support for people should be provided on a non-discriminatory basis. Accordingly, I support the amendment to Article 3(1), aimed at broadening the scope of application of this fund, and broadly endorse the Silva Peneda report."@en1
