"Mr President, I strongly support the proposal made by our colleague Mr Stubb. He is quite right. We need a comprehensive Africa strategy. The Presidency representative just spoke about soft power, where the European Union is successful. I think he is absolutely right, but we still need to translate this into positive action. Talking about action against poverty is wonderful, but it is certainly not enough, especially if you consider that we have been putting so much aid into Africa for many years and the outcome is not always very positive. The same applies when we talk about trade and poverty reduction. There is a strong connection. We know this, but do we really understand it? I am speaking on behalf of the Committee on International Trade. I would recommend an Africa strategy, which should be the subject of renewed debate by the end of the UK Presidency, taking all aspects into consideration. It would be great if the UK Presidency could reflect on this."@en1
