". As I see it, it has emerged quite clearly from the debate that the aim behind this proposal for a directive is to make technical improvements to the EU legislation currently in force, and not to introduce extensive and far-reaching changes. It is for this reason that the Commission cannot accept the two key amendments to which Mrs Breyer referred, since that would clearly be at odds with the thinking behind the drafting of this directive. The two issues she mentioned are of such enormous importance that I will be dealing with them in the course of my work, although at this moment in time I cannot give the House any exact dates. What I can say, however, is that these are issues that we will debate in the very near future, and indeed I am quite sure that an opportunity to do so will present itself during next week’s debate on the Green Paper on demographic change. How we reach our conclusion is still an open question, however, and it would be inappropriate to go into any more detail on the matter."@en1
