lpv:translated text	"Mr President, ladies and gentlemen, the Community’s regional policy exists just as much for the sake of cohesion among Member States as of cohesion between the different European regions. Solidarity requires us to direct the bulk of the Funds to the new Member States, but we must also remember that certain regions of the old Member States still need to gain the benefit of the leverage effect produced by the Structural Funds in order to implement projects of structural importance and to consolidate the progress they have made in their development. I therefore support the Commission’s proposal, because it offers a fair balance between focusing the funds on the poorest regions – and therefore on the new Member States – and giving attention to the poorer regions of the old, wealthier Member States. To disturb this balance would not only be dangerous for European cohesion, but it could also heighten the phenomenon of European citizens’ disaffection with the European project, because European regional policy is the most visible and best- known policy in our countries. I therefore wish the Council a rapid and favourable conclusion to the negotiations on the financial perspectives in order to equip regional policy with an adequate budget and to assist the regions which still require help."@en1
