"Mr President, ladies and gentlemen, a sword of Damocles hangs over this debate, in the shape of the financial perspectives of the Union, which have a decisive influence on the definition of the EU cohesion policies. The cohesion policy is the best instrument for reviving the role of political Europe, whose crisis is often caused by neo-liberal choices and the militarisation of the area of freedom, security and justice. The rapporteurs have carried out some excellent work in drawing up fresh methods of achieving the objectives of the new cohesion policy. I should like to thank in particular Mr Fava and Mr Andria for the work they carried out. In order to be able to plan the future, however, an assessment also needs to be carried out of the impact that the Structural Funds have had on businesses and the economy in the weak areas of Europe. Often, in fact, the Structural Funds did not help to improve the quality of life of citizens in underdeveloped areas, but rather were a matter for the mafia, were handed out according to a system of patronage or were utilised in order to cover holes in budgeting, and at times they were not even spent. Whilst a debate on the amount of funding is necessary, thought must also be given to the quality of spending."@en1
