". The Northwest Atlantic Fisheries Organisation (NAFO) scientific council has adopted a 15-year rebuilding plan for Greenland halibut, which provides for a reduction of the total allowable catch (TAC) level of this species. Already provisionally transposed into Community legislation, the plan is now waiting for binding permanent status. Although I feel that the legislative proposal is consistent with the new common fisheries policy, I do not agree with some points in the version tabled by the Commission, which I feel would penalise Community fishermen. I refer specifically to the reduction by 20 to a 5% margin of tolerance between the estimation of the quantities retained on board and that of the logbook figure. As this level has not been adopted by NAFO I have always felt that adopting this measure would have a detrimental effect on Community fishermen. I therefore welcome the removal of Article 8 and feel that Parliament has given the document a better balance and made it fairer."@en1
