". Mr President, freedom of expression and freedom of the press are one of the foundations upon which any democracy that wishes to respect human rights must be based. It is for this reason that the European Initiative for Democracy and Human Rights supports the development of pluralist media and the strengthening of independent media, including in Algeria, and it must continue to do so. In this regard, I must say that I am worried about the current situation of the free press in Algeria, particularly following the reform of the Penal Code adopted in 2001 and, specifically, the provisions laying down long prison sentences for defamation. It would therefore be an excellent gesture on the part of the Algerian authorities, within the framework of the Euro-Mediterranean neighbourhood policy and the Association Agreement, to release the journalists convicted of defamation without delay, to lift the state of emergency and to cease persecuting the Algerian private media. All of this would contribute enormously to developing and strengthening the rule of law and conforming to the provisions of Article 2 of the Association Agreement."@en1
