"This clearly demonstrates that the Member States need to be able to act quickly and that they have the right to do so. In this area, subsidiarity can be applied and some of the principles of the free market cannot be invoked. It is not simply a matter of free movement of goods, but above all of health protection. I therefore think that it is through examples such as this that Europe should show that it is not rigidly set in a framework that does not recognise real concerns.
