This morning we had the same problem and you had to wait until people came. It is no wonder there is not good attendance; it is because no debate is taking place. All we do in this Chamber is hear predetermined, prepared, one or two minute speeches without actual dialogue; they are just monologues. I think the procedure has to change if we are to have dialogue, proper debates and proper attendance."@en1
