"Mr President, I want to congratulate Mr Böge on his report and especially his highlighting of the importance of investment in research and development with a view to meeting the Lisbon Agenda objectives. The report also recognises, and rightly so, that education and training should be prioritised in the funding proposed and I believe that the allocation of resources to the development of human capital is vital for long-term investment in the Union’s future.
I do not share the rapporteur’s recommendations relating to the common agricultural policy and I cannot support his suggestion to introduce co-financing of the CAP. This, as I have said on numerous occasions, is something that has never been, is not and never will be acceptable to those of us who are committed to defending farmers with small- and medium-sized farms and our rural communities. We should be under no illusion that in time co-financing of the CAP will inevitably lead to its renationalisation."@en1
