The Council would like to point out to the Member that it considers that the Convention concerning Jurisdiction, Applicable Law, Recognition, Enforcement and Cooperation in respect of Parental Responsibility and Measures for the Protection of Children concluded at the Hague on 19 October 1996, is a valuable contribution to the protection of children at international level, and it is therefore to be hoped that these provisions will be applied without delay. It was with this in mind that the Council took the decision, on 19 December 2002, to invite Member States to sign this Convention in the interests of the Community. In respect of the ratification of this Convention, the Council should like to point out to the Member that there is general consensus on the expediency of ratifying it, and that another issue remains, which concerns Gibraltar. The Council expects that every effort will be made by the two Member States in a position to find a solution on this issue, in order that the Convention may be ratified by Member States in the interests of the Community, if possible before the end of 2005."@en1
