". I congratulate my colleague Mr Cercas on his excellent report. He has struck an admirable compromise between the needs of a flexible labour market and the protection of individual workers from the damage long hours can do to their health and safety and work-life balance. Annualisation of the 48 hour week will allow businesses to cope with seasonal fluctuations, sudden increases in demand or crisis situations. The employee will be guaranteed reasonable hours over the whole of the year. Ending the individual opt-out will give protection to those workers who under the present Directive face pressure to sign away their rights."@en1
