"Mr President, I have to say that I am shocked by the Council statement here today that not a single body of the Council has made any effort whatsoever to reach a common position in relation to our stance in the World Bank, or indeed to use the clout we clearly have financially and in voting terms on the World Bank; despite the fact that every Head of State recently signed up solemnly to the European Constitution, which declares that we want to end world poverty, and despite the fact that each Member State has signed up to the Millennium Development Goals. We still have states that welsh on their commitments to reach the development aid target of 0.7% of GDP, which has been in place for decades. My own Member State solemnly declared last year at the United Nations General Assembly that it would reach the 0.7% of GDP by the year 2010. This year, it has announced that it will not reach that figure, not because we do not have the money, but because the Government wants to spend the money on winning the next election! It is clear that the governments of the Member States of the European Union are more interested in trade than they are in eliminating poverty. They are more interested in securing their position in the World Trade Organization than they are in securing the position in the World Bank to pursue the objectives of the Union. Could I ask that this House move from making declarations to establishing an ad hoc committee so that we can prepare a common position for the European Union and the World Bank and then drive the Council and the Commission to adopt Parliament’s position on this issue?"@en1
