"Question No. 39 by Mairead McGuinness () The Commission is proposing, for regions that have exceeded the 75% GDP criteria because of economic development (the ‘natural effect’ regions), that they be subject to a ‘phasing-in’ process (into the Competitiveness strand) as opposed to a ‘phasing-out’ process (from the Convergence strand) as is the case for similar regions under the current programming period. The Commission's proposal is very restrictive for these regions, as their development needs are better addressed by the measures set out under the Convergence strand as opposed to the measures in the Competitiveness strand. Would the Commission accept the proposal from the natural effect regions that they should be subject to a ‘phasing-out’ process from Convergence, without any additional financial resources other than those already provided for these regions in the Commission's proposal?"@en1
