"Madam President, reviewing the directive takes more than a simple legal step. As we know, it is in the workplace where law and practice differ the most. The more means a country needs to mobilise in order to catch up, the larger the gap becomes between rules and reality. In the new Member States, the length of working time is just barely above the European average, but the actual number of hours worked annually is 112 more, almost three weeks more, than in the existing States. It is therefore especially important for us to set clear limits for working time. Consistent participation of social partners in the creation of local rules is important, and so is the improvement of monitoring mechanisms on both a Community and Member State level. Parliament’s compromise proposal promises that the role of trade unions will become more important, the individual will not be left alone and that by monitoring Member State compliance with guarantees, it will establish consistent practice in the labour market."@en1
