"Mr President, the revision of the bathing water directive is very important, as has already been mentioned here. What has emerged very strongly in this connection is the question of what falls within the competence of the European Union, and what falls within national jurisdiction. We need to focus particular attention on the ways in which different areas have adapted themselves to water systems, as this will go far in determining how the different points in this bathing water directive will be viewed. For example, from the point of view of recreational activity, if we are talking about a seaside area where hundreds of people go boating, for example, that is quite a different matter from a 50 kilometre-long river in Lapland where canoes are used. These do not have very much to do with one another. Matters such as these should be taken into account, but at the same time we must ensure that all Europeans are afforded the best possible protection with regard to bathing waters."@en1
