". I voted in favour of this report on the European Security Strategy (ESS), which for the first time provides a detailed definition of the concept of security. The ESS sees security as a prerequisite for development and focuses on factors that had not thus far been considered fundamental to security. In this regard, among the main threats to global security, it highlights the destructive power of poverty, malnutrition and disease. The ESS lays down three strategic objectives. The EU must be capable of, firstly, identifying threats and taking swift action by military as well as non-military means; secondly, promoting security within its immediate border areas, but also those of the future; and, lastly, strengthening the international order. I should like to emphasise, however, that the EU has serious shortcomings in terms of military means that may hinder its ability to carry out high-intensity humanitarian missions. The EU must be equipped with the technological wherewithal to assess potential threats."@en1
