"Mr President, I should like to express my opinion on the report by Mrs Miguélez Ramos on measures for the recovery of Norwegian lobster and Southern hake in the Cantabrian Sea and Western Iberian Peninsula. I should like to begin, if I may, by congratulating Mrs Miguélez Ramos on her excellent work and on the extraordinary effort that she put into drawing up the report. The proposals therein deserve Parliament’s overwhelming support and I trust that the Commission will duly take them on board. We completely share the Commission’s concerns as regards the need to protect Southern hake and Norwegian lobster stocks in those areas of the Atlantic and we acknowledge that appropriate emergency measures are called for in light of the current state of affairs. In the Member States in which most fishing is done, the fishermen and the vessel owners have the most to gain from seeing these measures implemented correctly. Let me stress that those measures must be appropriate measures, because the Commission’s proposals are clearly excessive given that the problem cannot be approached from one single perspective. As political decision-makers, we have a responsibility to seek solutions that strike the right balance between concern for defending biological resources and social and economic interests. If the Commission’s proposal were adopted, it would have a devastating impact on the Portuguese fisheries sector, as it would affect some 2 000 vessels, most of which catch tiny amounts of these species. The proposals put forward in the reports before us will enable these species to be rebuilt within ten years, thereby absorbing the social and economic impact. Accordingly, I am sure that Parliament will give resounding support to this report."@en1
