"I would not only like to ask a supplementary question but would also like to re-ask the original question, because I notice that the Minister has now ducked the previous question as well as this one, which is not very appropriate. I accept that this is a matter for Member States. My question is whether the Council can, by encouraging use of best practice, use its influence so that we can better learn from each other. My attention has been drawn specifically to the case of British expatriates in Spain who have told me that, whereas they used to be able to vote in their home country of the UK provided they had been registered within the previous 20 years, our present government has now made it more difficult by reducing this time to 15 years. Do you know of any other Member State that is making it more difficult for expatriates to vote and would you not wish to encourage your colleagues to make it easier? Please answer and do not say nothing."@en1
