You will recall that we were very close to reaching a compromise under the Irish Presidency. Unfortunately, we have fallen at the final hurdle; it was a compromise that had been negotiated between the Council, and the Irish Presidency in particular, on the one hand, and Parliament, on the other.
I believe that a good many elements of this compromise remain of value and, therefore, I believe that it is a good starting point. For obvious reasons, however, it is necessary to define where adjustments are required. We are working towards this. I can assure you that we are working, within the Council but also with Parliament, on acceptable solutions: acceptable, I hope, to all Member States if possible, or at least to a qualified majority among them."@en1
