"Mr President, ladies and gentlemen, when speaking of the Balkans, we cannot think of a stable arrangement except within the European Union. European integration can only be achieved, however, if there is a great impetus from the people. In the Balkans this must also result from a political truth and reconciliation process, alongside the criminal proceedings at the Court in the Hague – which is certainly important but by itself cannot ensure that everybody is aware of who did what in the war of the early 1990s. The scenario that we are dealing with today may represent a restoration of the situation in which violence broke out and in which victims and persecutors can now confront each other. Such profound confrontations are the only way to turn the page so that nobody can return to it. This is a necessary step in building a democracy, because it implies mutual respect and trust. The Union is in need of great determination directed towards the future and must not remain imprisoned by the past."@en1
