"Mr President, ladies and gentlemen, today finds us, for the first time in the EU’s history, voting on whether to welcome a country into the EU 20 months before the planned accession date – a country, moreover, in which serious violations of human rights and democratic standards are committed, as became apparent from yesterday’s debate. There can be no question that proceedings would be initiated under Article 7 against any EU Member State that violated democratic standards and human rights to such an extent, and this should be obvious to everyone today. The vast majority of Members of this House, myself included, will be glad to see Bulgaria and Romania join the EU, and eagerly await the day when they will be able to do so. There is, however, no good reason why Romania should be given 20 months before the date of its accession, especially since this would be the first time such a thing has happened in the EU’s history, and would have the effect of removing the pressure that negotiations bring to bear on the country. We should take steps to prevent such serious violations of democracy and human rights. France is in the process of taking a decision on the Constitution. We must not send out a message that ..."@en1
