It is true that a citizen of the Union who has exercised their fundamental right to free movement could be affected, as they might have no right to participate in referenda either in their Member State of residence or in their home Member State. However, we should not interpret current Community law so that it leads to the conclusion that this issue could be an obstacle to free movement, or might dissuade citizens of the Union from exercising their right to it.
