"Mr President, while we support the reports that we are debating, we in the Committee on Industry, Research and Energy wish to emphasise that in the research, energy, industrial policy and telecommunications sectors, both countries need to make additional efforts. They need to change their industrial policy; they need to eliminate the structural obstacles to investment and excessive bureaucracy and they also need to create a stable legislative framework to ensure an effective strategy for small and medium-sized businesses, the true creators of employment and source of technological innovation. They must also continue working on an energy safety policy. Bulgaria has already adopted measures to achieve a high level of safety at the Kozludy nuclear power station, and we are pleased about that. But energy generation capacities are expected to be considerably reduced, and it is therefore urgent to create new capacities and guarantee security of supply. We call on the Commission to monitor this issue closely and to provide any necessary technical assistance. In the case of Romania, the abandonment of inefficient thermal power stations and non-viable coal mines are key challenges that require the immediate adoption of social policy measures to deal with the serious difficulties created in terms of employment. For all these reasons, they need our support, Mr President."@en1
