"Mr President, during the European election campaign held in Austria less than a year ago, the major parties’ lead candidates, Mr Swoboda and Mrs Stenzel, were asked, by members of the public worried about the 10-country enlargement that was in progress at the time, what the situation was as regards future candidates for enlargement. Their reply was: ‘That is not a live issue right now.’ Just how much this statement deceived the electorate – as it was intended to do – is apparent from these reports, if it was not already. Burying one’s head in the sand has become a matter of consistent policy, for the arguments in favour of stopping these premature additional accessions are growing in number: corruption, administration, the fact that the story of the EU’s Constitution is not yet over. We ourselves are not in a position to take this step. What we, in this House, are supposed to be adopting tomorrow is, in terms of enabling Europe to function and actually be democratic, irresponsible and will end up being to the detriment of the countries that are now pressing to be admitted to the EU."@en1
