lpv:translated text	"Mr President, having congratulated the rapporteurs, Mr Moscovici and Mr Van Orden, I would like to say that the debate we are holding here this afternoon is even more important than the accession of Romania and Bulgaria. The statement today from the Commission and the Council substantially strengthens the powers of this Parliament and extends its validity beyond the strict limits of the assent procedure. This statement represents a very significant precedent which we cannot and must not ignore in the future. It is clear that the political and budgetary prerogatives of this Parliament must be preserved and I believe, Mr President, that this Parliament must not be afraid to demand compliance with the commitments made here this morning — in the event of any non-compliance — but I do not believe there is currently any reason for us to have any doubt or suspicion in this regard. As well as stating that Parliament’s prerogatives must be preserved, Mr President, I would also point out that Romania and Bulgaria cannot be held hostage to the budgetary or political quarrels amongst the different institutions currently making up the European Union. In my opinion, therefore, Mr President, this Parliament must tomorrow approve, with the agreed reservations, which I believe to be more than sufficient, the favourable opinions proposed by the rapporteurs, according to the terms approved in the Committee on Foreign Affairs, so that the Accession Treaty can be signed, as scheduled, on 26 April. Having said this, Mr President, according to the statements made here today, the European Parliament's powers remain intact so that, if necessary, it can play the role it deserves, and in the mean time I would insist that tomorrow we must approve the favourable opinions expressed here today with all the reservations, which I believe to be sufficient."@en1
