"Mr President, Parliament grows in authority, but allows its reputation and that of its Members to be dragged through the mire by its failure to ensure that arrangements are put in place for the payment of expenses and allowances that are of a kind that would be expected in any private business. I recognise that some of the problems in securing reform come from the unjust arrangements for the payment of Members’ salaries, but that cannot excuse the fact that at this time there are no arrangements in place for the auditing of Members’ general expenditure allowances. As things stand, it is possible for those who belong to the voluntary pension funds to allow their private contributions to be met out of public funds, without making reimbursement. Such a practice, if it occurs, would be wholly indefensible. It would amount to embezzlement of public funds. All of us are tarnished by the suggestion – and perhaps the reality – of such practices. We should today take the opportunity to vote for reform and transparency. We should take the initiative and ensure that this House sets high standards for the whole of Europe. We should not wait for changes to be forced upon us by the pressure of public scandal."@en1
