Mr President, Commissioner, ladies and gentlemen, the Committee on the Environment, Public Health and Food Safety is not happy, but largely satisfied with the implementation of the 2003 budget in the sphere of the environment, public health and food safety. While noting the Commission’s intention to improve the implementation cycle of multi-annual programmes, we do want it to target its invitations to tender more and to give applicants rather more intensive support.
The Commission must, however, stop justifying dilatory implementation by reference to the new administrative and financial provisions. It is a defence that we will no longer accept in future. We believe that the European Environment Agency, the Agency for the Evaluation of Medicinal Products and the Food Safety Authority have worked well and intelligently, and we expect more of the same in future."@en1
