"Mr President, in this very same plenary sitting the European Parliament will demand that Bulgaria and Romania will without fail offer guarantees of the clear separation of powers in their legal systems, with unequivocal independence for the judiciary, so that they may be fully integrated into the European Union. At the same time, the European Union is in the process of ratifying a Constitutional Treaty for Europe, which enshrines the separation of powers as an essential element of its constitutional architecture. Within this context, it saddens me to have to condemn the regressive attitude of Spain’s Socialist Government and its direct attack on the independence of the judiciary."@en1
