lpv:spoken text	"Mr President, who could possibly disagree that the tool for promoting growth and competitiveness in Europe is a sustainable research and development policy? It is not a choice; it has become a necessity. Europe has already lost its pole position to Japan and America. The aim that we are promoting, that is, 3% of GDP within a period of five years, is ambitious. We are also stating that two-thirds of that funding is to come from the private sector – let us hope. But as with everything in life, it all depends on money. This is where the general discussion on the budget comes in. However, we must realise that if we do not invest, the rich will become less rich and the poor will become poorer. The policy of investment in research and development is not a matter of choice. As I said, it has become a necessity."@en1
