"The resolution concerning the Lisbon Strategy contains much that is commendable. Nonetheless, I should like to have seen even greater emphasis on the importance of policy integration; that is to say the fact that growth initiatives must take place in forms in which careful consideration is given to the social and environmental consequences. These three dimensions of development must be mutually supportive. The idea of ‘growth first – we can deal with the rest afterwards’ is wrong and represents an unfortunate return to the debate that took place prior to the EU’s adoption of its sustainability strategy in Gothenburg in 2001. The EU faces a number of difficult challenges in the area of the environment. The risk of irreversible climate change is particularly serious. To address this problem we need to rethink our energy and transport systems in Europe, and this is something that must primarily take place through substantial investment in innovation and the development of new technology. Such investment would stimulate growth and create new job opportunities. At the same time, European countries would develop top-level expertise in an area in which the entire world is crying out for new solutions. Neither the Commission’s proposal nor Parliament’s resolution puts sufficient emphasis on these aspects. It is my hope that the European Council will pay far more attention to these issues in its sitting on 22 March."@en1
