lpv:spoken text	". ‘I and my British Conservative colleagues have supported the report by Mr. Dombrovskis on the Budget Guidelines for 2006 because we believe it is a step in the right direction. We approve of using appropriations in a more efficient way, of demanding more clarity in the breakdown of each submitted budget proposal, and in stating that it costs more than €200 million per year to site the European Parliament in Brussels and Strasbourg. This is a gross waste of taxpayers' money! However, reform of the EU budget is essential. Fraud and maladministration can only be tackled if the right structures are put in place and so far this has been slow and inadequate. There must be better accountability and transparency in the spending of appropriations by all the EU institutions and a commitment by Member States to account adequately for all expenditure on EU programmes.’"@en1
