We are pursuing an EU-Russia energy dialogue and we also have an EU-Russia dialogue. Certainly the dialogue could produce much better results, but I would say that Russia should adopt legislation that allows real competition in the market and offers scope for investments. Russia needs to make its own decisions; our role is to encourage Russia in this and that is what the EU is doing. So I expect the Russian energy sector to develop healthily. Russia will, for the foreseeable future, remain our partner in buying energy resources."@en1
