"Mr President, Mr Potočnik, I too would like to thank you for your comprehensive reply. There is no question that if we are to achieve the objectives set in the Lisbon strategy for 2010, we must be committed to improving substantially the resources dedicated to Research and Development, since that is the central pivot of a knowledge-based economy and, therefore, the main tool for promoting growth, employment and competitiveness. Consequently, we agree that the Union's scientific policy should be placed at the centre of the strategy for the coming years, and also that overall spending on Research and Development should be set at 3% of the Union's GDP, and, of course, I agree with what most of the previous speakers have said. I would like to add something else. It is certainly very important to reduce the technological gap between the Union and countries such as the United States, but it is just as true that within the Union there is another significant technological gap between the different countries, which we must also try to reduce. In this regard, our objective must be to improve the competitiveness of the Union as a whole, in order to narrow the gap with the most technologically-advanced countries, but we must do so in such a way that this does not involve increasing the differences between our various countries in terms of technological capacity. It is therefore very important, Commissioner, that we take concrete measures to improve the capacity of the countries which so far have participated less in the framework programme. Commissioner, we would ask that you commit yourself to reducing the internal technological gap which unquestionably also exists within our Union."@en1
