"The fact is that what we have here is not, of course, an isolated case. There is, in fact, a wide range of areas in which the limits set by the European Convention on Human Rights, which makes a number of demands in terms of data protection, are being substantially exceeded. As the questioner puts it, it is of course the ultimate crime, moreover, to use this information contrary to the interests of suspects. The mere fact of storing the information, however, constitutes an infringement of the requirements under Article 8 of the European Convention on Human Rights. We may therefore expect the Council to adopt a basic position on these problems without wrapping them up in waffle about matters being taken into consideration. This is a most fundamental issue."@en1
