"With regard to the indirect taxation to which you refer, this is an area in which the Union is empowered to legislate, and so it will indeed be necessary to try and make these directives somewhat easier to digest and apply.
It must be remembered that national governments are responsible for national fiscal legislation. Seeking a minimum degree of harmonisation, for example on the assessment basis, would mean breaking new ground. This is a debate that has been initiated.
