"Madam President, it should be remembered that, at its meeting of 7 January 2005, the Council declared that aid should go to the hardest-hit regions and the most impoverished people, especially children. Being especially vulnerable, children need specific support, particularly through the appropriate UN agencies, such as UNICEF. Since then, the Council’s competent preparatory bodies have drawn up an action plan to assist the tsunami victims in response to the conclusions of the European Council. This action plan was examined by the Council on Monday, 31 January 2005. Among the proposed initiatives are measures that directly concern children, particularly in the fields of health and education, the aim being to get them back into the classroom as soon as possible. The Council is also studying proposals focusing on the fate of the children who were orphaned or separated from their families by the disaster, with special emphasis on the problem of trafficking to which they might fall victim. For fuller information on the aid measures launched by the Union and its Member States, I refer the honourable Member to the Commission and to the Member States, as many programmes are also national programmes. It goes without saying that the Council shares the general sense of outrage at the revelations of abuse, exploitation and disappearance of children in the parts of South-East Asia that were devastated by the tsunami disaster. The Council condemns such acts and will support all efforts designed to combat the intolerable exploitation of the most powerless and vulnerable."@en1
