"To my mind, the approach adopted by the Commission, which emphasises the need for the establishment of European objectives, followed by the formulation of national plans, creates more links between the main aims agreed jointly at European level and their implementation at national level. This is, after all, the point on which the Lisbon strategy has proved very weak and largely impracticable. On the basis of this idea of national plans, I feel we could achieve better governance. With regard to these national plans, it should be emphasised that the present proposal includes full stakeholder involvement in the Lisbon process. I believe that in this way it creates more favourable conditions for the success of the strategy."@en1
