"Madam President, I thank the President-in-Office of the Council for his reply. As I recall, this type of situation has arisen on previous occasions during accession negotiations, notably when negotiations opened with Slovakia under Mr Mečiar’s government. I take the view that we should not make the opening of accession negotiations contingent on one person; a country like Croatia does not deserve that type of treatment. I think the Council should prove that in reality, cooperation is not possible here. The Croatian Government has offered its unequivocal support. If there is a desire to make the opening of negotiations conditional on the General's extradition, proof is required that he is located in territory to which Croatia has access. I think it is shameful that an entire country is being penalised for one person's misconduct."@en1
