"Since 1 January, the volume of licensed textile imports from China in several textile categories has been up to seven times higher than in the corresponding period in 2004. For several items, import licences in the last two months have already exceeded the total imports of the same items for the whole of 2004. Prices for almost all products have dropped sharply, sometimes to less than half their previous levels. In view of the possibility that exists for the Commission to use the safeguard measures provided for in China’s protocol of accession, I would ask you, Commissioner, to clarify some matters: first, what are the consequences of the fact that the Commission has not yet begun to produce customs data on textile imports; secondly, what are the consequences of the fact that the guidelines that the Commission should have prepared and made available in 2004 are still to be drawn up; and lastly, how sure can European producers be that the Commission is technically and politically able to act before it is too late?"@en1
