lpv:translated text	"Mr President, I am rather surprised at the direction this debate is taking, because the discussions are focussing very much on identifying additional sources of finance. Even if we are right, I wonder whether this debate is not obscuring the real issue, which is that before we discuss the amount of aid we grant, should we not first endeavour to improve the quality and effectiveness of existing aid? This question is all the more important because the discussions on international taxation or on the creation of international financing mechanisms will remain rather hypocritical, as long as the United States and the great majority of the international community will not accept these mechanisms. Equally, the amount of effort put into looking for new means, while we have still not achieved the objectives of the Monterrey Consensus, the priority given to improving the effectiveness of existing aid in order to achieve the Millennium objectives, and the scattering of resources and objectives in development policy all diminish the effectiveness of aid. We must be careful not to get involved in this headlong rush; we need to concentrate on looking for practical solutions that will allow us to meet our current commitments. Let us be specific and pragmatic – that is what the people we want to help expect."@en1
